@Npars01 @spaf The informal comms no doubt exist all through the whole Federal government. If all your workplace communications were logged and potentially available to your enemies, wouldn't you have a back channel of some sort?
Something similar exists on Wall Street for the same reason. Remember the scandal where traders were colluding to nudge the LIBOR interest rate up or down?
